The purpose of this study is to identify the strategy of the Head of the Regional Research and Innovation Agency (Brida) of East Kalimantan Province in implementing the 2025 budget efficiency policy and to analyze its impact on program sustainability and research development. The method used is qualitative with a case study approach, through in-depth interviews with six key informants (the Head of Brida, Secretary/Treasurer, Head of General Affairs, and three Heads of Divisions), observation, and documentation. The analysis employs the POAC (Planning, Organizing, Actuating, Controlling) strategic management framework. The results show that the Head of Brida implemented adaptive strategies across the four POAC functions: planning through program prioritization, reduction of geographical scope and research team size, and shifting research topics from internal assumptions to the actual needs of OPD (Regional Apparatus Organizations); organizing through relocating activities to government offices, implementing Work From Anywhere (WFA) every Friday, joint funding with universities, fully-funded international partnerships, and alternative funding sources outside the regional budget; actuating through layered communication and situational leadership; controlling through external and internal evaluation as well as a Quality Control Team. Consequently, all core programs continued, research quality was maintained, physical realization reached 99.02% while financial realization was only 90.30% of the post-cutting budget (IDR 27.82 billion).
