Abstract

This study examines the role of the Community Service Program (Kuliah Kerja Nyata/KKN) of Universitas Mulawarman in disseminating the Digital Population Identity (Identitas Kependudukan Digital/IKD) to the community of Kampung Keay, East Kalimantan, a village with limited exposure to digital government services. IKD is a national policy regulated under Minister of Home Affairs Regulation No. 72 of 2022, designed to replace the function of the physical ID card (KTP) with a smartphone-based identity application. The program was carried out by KKN students in collaboration with the Population and Civil Registration Office (Dinas Kependudukan dan Pencatatan Sipil/Disdukcapil), using a descriptive qualitative approach supported by questionnaire data collected through Google Forms. The socialization activities included direct outreach sessions, registration assistance, and hands-on support for IKD activation. The results show an increase in community understanding of the objectives, benefits, and activation procedures of IKD following the program, although challenges such as limited internet access and low digital literacy, particularly among elderly residents, were still identified. These findings indicate that direct, KKN-based socialization, supported by collaboration with Disdukcapil, serves as an effective bridge between national digitalization policy and communities in remote areas.
