Abstract

Business Identification Number (NIB) ownership is an important administrative requirement that enables micro, small, and medium enterprises to access government services and support programs. However, in Gunung Telihan Village, West Bontang District, misconceptions linking NIB ownership to automatic tax obligations and limited digital literacy in using the Online Single Submission system remain barriers to business formalization. This community service program aimed to correct tax-related misconceptions, improve digital literacy in business licensing, and facilitate NIB registration. Conducted from 13 July to 22 August 2026, the program involved business data collection through a digital form, educational outreach, and direct door-to-door registration assistance. The outreach session, attended by fifteen early- stage business owners, revealed that most participants initially perceived the NIB as equivalent to a taxpayer identification number. Following the session, participants shower greater understanding and willingness to formalize their businesses. Of ten businesses identified without an NIB, there owners agreed to receive assistance, and all successfully completed registration. The participation gap resulted mainly from non-attendance and reluctance to receive assistance rather than technical registration difficulties. These findings highlight that willingness and trust are crucial to legalization programs, emphasizing the need for stronger communication, trust-building, education, and direct assistance strategies.
