Abstract

The 2025 Thematic Community Service Program (KKN) of Universitas Mulawarman, titled “Kebun Rakyat,” is a community engagement initiative that implements the Electronic Cultivation Registration Certificate system (e-STDB) to digitize the management of smallholder plantations in three transmigration villages in Kaliorang District, East Kutai Regency. The program was conducted in Bukit Makmur Village, home to 258 households and 2,220 hectares of land, as well as in Citra Manunggal Jaya and Bumi Sejahtera Villages, each with 300 households and 1,800 hectares of land. The primary objective is to enhance oil palm farmers’ understanding of digital plantation management and accelerate the certification process for Indonesia Sustainable Palm Oil (ISPO), thereby improving the competitiveness of their products in global markets. Program implementation followed a participatory approach through five systematic stages: initial coordination and field surveys, farmer group outreach on the importance of e-STDB, land mapping using the AVENZA application to obtain accurate coordinates, comprehensive data collection on 208 smallholder plots, and online registration via an integrated e-STDB system. Challenges encountered included limited internet access, low digital literacy among farmers, and incomplete land legality documentation. These were addressed through intensive mentoring, phased training, and coordination with relevant agencies. Program success was reflected in the high level of community participation in submitting required documents for e-STDB data completion. The KKN Tematik Kebun Rakyat program made a tangible contribution to strengthening land legality in smallholder plantations. Its sustainability requires continued commitment from local government and related institutions.
