This study aims to analyze the role of the local government as a facilitator, regulator, and catalyst in empowering Micro, Small, and Medium Enterprises (MSMEs) in Mugirejo Village, Samarinda City, as well as to identify the inhibiting factors faced during implementation. This research employs a qualitative descriptive approach. Primary data were gathered through field observations, documentation, and in-depth interviews with key informants, including MSME actors, community members, and local government officials. The results reveal that while the government has implemented several programs, its roles as facilitator, regulator, and catalyst remain sub-optimal due to structural and operational constraints. Significant barriers include poor communication between local authorities and business owners, low digital literacy, limited local budget allocation, and inadequate staff for continuous mentoring. Local authorities need to establish continuous digital training and improve direct communication channels to effectively reach grassroots business owners.
