Implementasi E-Government dalam Penerapan Aplikasi Sistem Informasi Kesejahteraan Sosial Next Generaton (SIKS-NG) pada Kelurahan Air Putih Kota Samarinda

Abstract

This Study analyzes the implementaton of e-government through the application of the Next Generation Social Welfare Information System in Air Putih Urban Village, Samarinda City. This study employed a descriptive qualitative methode. Data were collected through observation, in-depth interviews, and documentation. Data analysis was conducted using the theory of successful e-government implementation based on the findings of the Harvard JFK School of Government, as cited by Indrajit (2002), which identifies three main elements: Support, capacity, and value. The results show that the implementation of e-government through the SIKS-NG applicaton in Air Putih Urban Village has been carried out fairly well. In terms of support, Air Putih Urban Village and the Departement of Social Affairs and Community Empowerment of Samarinda City provide support for the implementation of the SIKS-NG application. However, operational support for field verivication activities remains suboptimal. In terms of capacity, human resources and technological infrastructure are considered adequate to support the implementaton of the SIKS-NG application,although there is still a limitation in the number of operators at the urban village levels. In terms of value, the implementation of the SIKS-NG application provides significant benefits to the government, operators, and the community. The inhibiting factors in the implementation of the SIKS-NG application in Air Putih Urban Village include the occurrence of exclusion errors and inclusion errors in social assistance recipient data. These issues indicate that the validity of community data still needs to be improved so that implementation of e-government through the SIKS-NG appliation can be carried out more optimally.
