Abstract

Penelitian ini bertujuan untuk menjelaskan dan mendeskripsikan kendala yang dihadapi UNICEF dalam melaksanakan programnya dari tahun 2021 hingga 2023. Masalah pendidikan di Afghanistan telah bertahan sejak konflik selama tiga dekade. Pengambilalihan Taliban semakin memperburuk situasi pendidikan di Afghanistan. Meskipun UNICEF berusaha untuk meningkatkan akses ke pendidikan, hambatan yang ada mengurangi efektivitas upayanya. Penelitian ini menggunakan pendekatan deskriptif kualitatif menggunakan sumber data dari studi pustaka dan teknik analisis data kualitatif. Dengan menggunakan teori organisasi internasional, temuan penelitian menunjukkan bahwa UNICEF telah mengembangkan beberapa program untuk memastikan anak-anak mendapatkan pendidikan yang berkualitas, seperti Program Pendidikan Dasar, Kembali ke Sekolah, Pendidikan dalam Keadaan Darurat, dan Akses Anak Perempuan ke Pendidikan. Namun, program program ini menghadapi berbagai hambatan, termasuk kondisi keamanan Afghanistan yang buruk, larangan Taliban terhadap pendidikan anak perempuan, kekurangan dana karena penghentian bantuan internasional, infrastruktur yang tidak memadai, ketidakpercayaan terhadap organisasi internasional, dan stigma sosial yang kuat terhadap pendidikan anak perempuan
